Fire Coordination Program

Fire is considered a significant and recurrent threat in Solano County, particularly in areas of dense population. One major fire in a populated rural area can potentially cause several million dollars damage as well a possible loss of life. Emergency fire response activities are the responsibility of the various City Fire Departments, Rural Fire Districts and the California Department of Forestry. OES supports and assists these fire related responses by providing Incident Command EOC support, the mobile command vehicle (MC-1), volunteer support and other resources based on individual requests by the responsible fire agency.

Flood Management & Mitigation Program

Significant flooding occurs in portions of Solano County approximately every three to five years. Warnings are usually given several hours to a few days before such floods. Evacuation and sandbagging usually lessens a flood's impact. OES is actively involved in mitigating most flood situations. Our Shelter Task Force is developing shelter resources throughout the county.

Hazardous Materials Area Plan

A wide variety of hazardous materials are present in Solano County. These materials are stored, used in manufacturing and agriculture, and moved by truck, train and pipeline. The materials may be poisonous, corrosive, explosive or flammable. The poison effect may be due to chemical, radioactive or biological properties of the materials. The physical state may be as a solid, fine powder, liquid or gas, perhaps under great pressure. OES is working with Environmental Management to develop a Area Hazardous Materials Plan.

Search & Rescue Program (SAR)

The California Government Code states that the Sheriff of each County will be responsible for all search and rescue functions. In Solano County the Office of Emergency Services manages this program. This search team is comprised of approximately 100 Volunteers & Reserves who are organized into specialized group called the Emergency Services Response Team (ESRT). This group provides an organization capable of performing Search & Rescue and many emergency support functions as well as public service programs.

Terrorist Incident Action Plan

Solano County hosts major Federal Government and US military installations that could be the target of terrorist individuals or groups. Attacks against these or other state and local government facilities has the potential to cause mass casualties. In addition, these types of attacks may cause hazardous materials clean-up problems and the damage or destruction of critical utility, communications, and transportation systems. It is very conceivable that a terrorist group could carry out a hostile activity in Solano County. OES is consistently working on plans, committees and has developed a terrorism working group that includes all local Police, Fire and EMS agencies.

Law Enforcement Coordination

All law enforcement mutual aid is coordinated through the Sheriff and the Office of Emergency services. Anytime law enforcement mutual aid is needed within or outside the county, a request is made through OES to the state law enforcement branch to bring in mutual aid from other counties or to dispatch Solano teams to other locations in the State. OES obtains a mission number and tracks the event through to its conclusion. If necessary, the emergency operations center is activated to support the operational aspects of the mutual aid responses.

Hazard Mitigation and Risk Management

  • Integrate hazard mitigation activities in all pertinent OES programs.
  • Maximize the use of hazard mitigation funding and Grants to reduce the impact of future disasters.
  • Maintain a strategy for the utilization of all-hazards risk assessment.
  • Maintain collaborative and cooperative relationships with the scientific and technical communities for all-hazards.
  • Accelerate closeout of hazard mitigation claims of prior years.
  • Provide technical assistance and guidance to improve all-hazard risk assessments.
  • Continue to enhance Regional capability.

Emergency Preparedness

  • Integrate SEMS (Standardized Emergency Management System) and the ICS ( Incident Command System) structure into plans and operations at all levels of emergency management and field operations.
  • Enhance and coordinate mutual aid programs throughout the operational area.
  • Integrate Lessons Learned from After Action Reports for disasters into documents, procedures, and processes.
  • Improve communications with OES constituents, legislators, and special interest groups.
  • Continue to enhance Regional capability.
  • Ensure state agencies and other allied agencies provide appropriate support to the Operational Area.
  • Support and assist cities and Special Districts in their planning efforts for hazardous material or radiological incidents.
  • Develop, update, and maintain the appropriate regulations associated with emergency management.
  • Work with County Health & Social Services and all Cities to establish an adequate number of Red Cross-approved Shelters for disaster victims.

Community Warning

Maintain and increase the capability to assess impending threats and issue warnings to the public by utilizing City Watch notification system, the Emergency Broadcasting System and all other means available as technology improves.

Emergency Response

  • Ensure timely response activities within OES, including activation of the Emergency Operations Center (EOC), Mobile Command Center and Department Operations Centers (DOC), to ensure coordination of effective coordination with field command operations.
  • Ensure state agencies and other organizations provide appropriate support to all local jurisdictions.
  • Ensure a smooth transition from Response to Recovery.
  • Improve communications with OES constituents, legislators, and special interest groups.
  • Provide necessary equipment and resources to existing EOC and the development of an alternate EOC location.

Recovery

  • Maintain good communications with OES constituents, legislators, and special interest groups.
  • Provide advocacy and necessary training and information to those seeking disaster assistance.
  • Anticipate and address recovery issues with local governments, state agencies, private organizations, and the federal government in a timely and effective manner.

Administration, Information Management, and Program Support

  • Maintain the ability to maintain day-to-day operations during disaster response and recovery periods.
  • Streamline and standardize administrative programs and procedures.
  • Identify opportunities for minimizing disaster costs and effectiveness of purchasing programs. Automate appropriate administrative procedures to facilitate budget management, reimbursements, contracts management, and inventory tracking.
  • Improve the scope, utilization, and functionality of Response Information Management System (RIMS), including the integration of geographic information management systems (GIS).
  • Automate Disaster Assistance Claims and Grants Processing.
  • Facilitate seamless electronic communication capabilities throughout the Operational Area.
  • Maintain the OES website to provide the public with real time emergency information.
  • Continue to enhance Regional capability.
  • Improve administrative processes according to reports and recommendations from other sources.

Training and Exercises

  • Provide professional development training to OES staff and essential emergency services personnel within the Operational Area.
  • Develop, implement, and document intra-agency training curricula for all specialized positions within the EOC.
  • Exercise major response and recovery plans and planning guidance for the Solano Operational Area, Region II, other state agencies and Operational Areas.
