Sheila was promoted to Chief Deputy Auditor Controller in April 2014.  Sheila joined the Auditor Controller's Office in 1997 as a fiscal clerk in the General Accounting Division. She was promoted in 1998 to the Property Tax/Grants Division where she worked as an Accountant Auditor III until August 2003. At that time, she transferred back to the General Accounting Division to assume responsibility for the preparation and compilation of the County’s Comprehensive Annual Financial Report (CAFR). In April 2005, she was promoted to Deputy Auditor Controller overseeing the General Accounting Division and the Financial Reporting & Training Division.

Sheila received her Bachelor of Science degree in Business Administration with a concentration in Accounting from the Philippines. Prior to her employment with the County, Sheila worked in various accounting fields in the Philippines.

Division Description and Functionality

Processes various types of financial information for County departments and special districts and maintains the general ledger. Enforces accounting policies and procedures; processes and maintains financial responsibilities of employee benefits; processes, maintains, and reconciles fixed asset activity to County inventory; prescribes accounting forms and systems; monitors budgetary and fiscal activities; ensures financial reporting in accordance with County policies, State and Federal laws, and AICPA guidelines.
